This is a used Schneider Electric 28900 switch-disconnector from the Compact/Interpact INS40 range, rated for 40A across 3 poles. It features a black rotary handle for manual on/off operation and isolation of electrical circuits.

As a used, previously installed unit, it shows normal signs of prior service but remains a functional spare part, well suited as a replacement isolator switch in elevator, escalator, or related electrical control panels where the INS40 type is specified.
